Public-Private Partnerships Again Assist with Growth
Currently located in East Dubuque, WHKS & CO., Inc. (WHKS), is a civil engineering firm delivering successful projects in the areas of civil, transportation, municipal, structural, and environmental engineering. Since 1948, WHKS staff have participated in the planning, survey, design, and construction of over 11,000 projects, shaping the horizon of the Midwest landscape.
Because of a creative partnership and redevelopment of an iconic and historic building, WHKS & Co., Inc., recently moved into the Dubuque office in the heart of downtown. Woodward Communications is utilizing state and federal historic tax credits to renovate the interior and exterior of the building at 801 Bluff Street.
The renovation will cost approximately $5.5 million resulting in the restoration of the architectural integrity of the structure and increased usable working space. WHKS has entered into a lease agreement for a portion of the space in 801 Bluff Street once renovations are completed, occupying 6,000 sq. ft. and creating 12 jobs in the Dubuque market.
The City of Dubuque is supporting this exciting renovation and company expansion project with a Tax Increment Financing (TIF) Rebate of property taxes. The Dubuque City Council approved the agreement at their May 6, 2024, meeting.
