Transformative Public-Private Partnership To Boost Historic Millwork District Development

In a bold move to continue revitalization of Dubuque’s Historic Millwork District, Millwork Flats, L.L.C. has announced an ambitious redevelopment project at 1065 Jackson Street. The planned $17.5 million investment will transform the existing structure into a vibrant, mixed-use development featuring 62 market-rate residential units and first-floor commercial space. The project, driven by Greater Dubuque Development’s longstanding partners HODGE and Gigantic through Outfly Real Estate, highlights the power of public-private partnerships in fostering economic growth.

The City Council’s approval of the project at their Monday, June 17, 2024 meeting marks a significant milestone, committing up to $3.1 million in tax-increment financing incentives and a $500,000 forgivable loan to support the redevelopment. The project is also applying to the Iowa Workforce Development’s Housing Tax Credit Program, exemplifying an innovative combination of public and private financing.

Millwork Flats aims to create a dynamic residential and commercial environment. The proposed four-story building will feature a variety of smaller, efficient apartments designed to meet the growing demand for affordable housing in the area. On the ground floor, commercial space will include a restaurant by renowned local chef Kevin Scharpf’s Offal Food Group and a new, larger headquarters for Gigantic Design Co., tripling its current footprint in the district.

While the redevelopment promises to continue revitalization of the Historic Millwork District, attracting more foot traffic and stimulating the local economy, it also requires the relocation of two existing businesses. Gaia Waxing Beauty & Wellness Studio will move to a new location on Main Street, and Classy & Chic Boutique is in the process of finalizing its new plans.

A key component of this exciting development is the introduction of new hospitality concepts by Chef Kevin Scharpf and Offal Food Group, which promise to deliver accessible culinary experiences and enhance the district’s mix of hospitality options. This infill project offers unique design opportunities that allow for the creation of something distinctive that stands on its own while leveraging the momentum of already established concepts in the district.

Millwork Flats will also host the new headquarters for Gigantic Design Co., marking a significant expansion for the agency. Evolving alongside the Millwork District since 1996, Gigantic Design Co.’s new headquarters will offer a one-of-a-kind environment for work and collaboration, providing space for a dynamic photo and video studio as well as expanded brand application production services for clients throughout the Greater Dubuque region.

Guided by the updated comprehensive master plan for the Millwork District, Millwork Flats addresses the critical need for diverse residential options, creating innovative living spaces conducive to remote work and dynamic urban lifestyles.
