Our Philosophy
At Greater Dubuque Development, we do not rest on our laurels. It is our intent to help shape the future of the Greater Dubuque area instead of reacting to what has been set before us. Greater Dubuque's Board of Directors and staff have embraced the acronym CREATE to not only describe our philosophy but explain outline what we do on a daily basis to promote economic development in our community.

Our Mission
With the implementation of our Greater Dubuque: Destination for Opportunity campaign, we have defined our focus for the next five years. This includes Business Retention & Expansion, Workforce Development: Recruitment & Retention, New Business Recruitment, and Retail Expansion.
