History
During the bleak times of the 1980s when the area was in an economic downturn, industry was closing doors left and right and many of the community’s population moved away to find opportunities to sustain their way of living. Community and business leaders recognized that a pro-active approach needed to be taken to improve the future for the Greater Dubuque area. The Greater Dubuque Development Corporation was created to meet this need.

The initial focus of the organization was to market industrial land purchased by the City of Dubuque and to assist businesses. As the years went by, Greater Dubuque Development widened it’s scope to further meet the economic development needs of the community. In 2003 the River Valley Initiative (RVI) was implemented. It was the first time area business and community leaders had the opportunity to invest in a structured initiative with definable goals and measurables. The five-year campaign met and exceeded job creation and new construction goals one year ahead of schedule.

The success of the RVI has spurred growth across the Greater Dubuque area and national recognition has been thrust upon the Greater Dubuque area from quality of life to economic success awards. The Greater Dubuque Development Board of Directors acknowledged these accomplishments and decided to push the envelope and move ahead with a new initiative to define the next five years mission and goals.

Thus developed the Greater Dubuque: Destination for Opportunity campaign. The five-year plan focuses on four main areas: Business Retention & Expansion, Workforce Development: Recruitment & Retention, New Business Recruitment, and Retail Expansion. Our success will be measured by monitoring job creation, wage levels, new commercial construction, and population growth.
